Understanding KASP —
the four tracks

The King Abdullah Scholarship Program is Saudi Arabia's flagship international education initiative, operated by the Ministry of Education. It sends Saudi students to the world's top universities across four distinct tracks. Each track has different eligibility criteria, approved institutions, and fields of study. Choosing the right track — and the right institution within it — is critical.

Track 1

Al-Ruwwad (الرواد)

The Pioneers

The most prestigious KASP track. Designed for students seeking to study at the world's top-ranked universities. Approved institutions are limited to the highest-ranked universities globally. Fields covered include sciences, engineering, medicine, technology, and other advanced disciplines.

Who it's for High-achieving students targeting elite global institutions.
Key requirement The institution must appear on the Al-Ruwwad approved list.
Track 2

Emdad (إمداد)

The Provider

Designed to address specific workforce needs in Saudi Arabia. Covers a broader range of institutions and fields than Al-Ruwwad, with focus on disciplines that directly support Saudi Arabia's national development priorities.

Who it's for Students pursuing programs aligned with Saudi Arabia's workforce and economic development goals.
Key requirement Field of study and institution must be on the Emdad approved list.
Track 3

R&D

Research and Development

Focused on advanced research, innovation, and scientific development. Designed for postgraduate students pursuing Master's and PhD programs at research-intensive institutions.

Who it's for Students pursuing research degrees in science, technology, engineering, and related fields.
Key requirement Research-focused institutions and programs. Supervisor and research alignment may be required.
Track 4

Wa'ed (وعد)

The Promising

The broadest track in terms of institutional coverage. Designed to support students across a wider range of disciplines and institutions, providing pathways for a larger number of Saudi students to access international education.

Who it's for Students who do not qualify for Al-Ruwwad but meet the general KASP eligibility requirements.
Key requirement Institution must appear on the Wa'ed approved list for the relevant field.

The Safeer System

How the scholarship
process works

Once a sponsored student receives their university admission offer, they must register and submit their documentation through Safeer — the Saudi Cultural Mission's official online portal for government-sponsored students studying abroad.

The Safeer system is used to:

  • Register your university placement for Ministry of Education approval
  • Submit your admission letter, financial documents, and enrollment confirmation
  • Receive your monthly stipend and benefit payments
  • Report enrollment status each semester
  • Manage any changes to your institution, program, or location

The process in steps:

  1. Receive admission offer from an approved institution
  2. Confirm the institution and program are eligible under your specific KASP track
  3. Create your Safeer account and complete your student profile
  4. Upload all required documents including your admission letter, I-20 or equivalent, and financial guarantees
  5. Submit for Ministry of Education approval
  6. Upon approval, receive confirmation and begin receiving scholarship benefits
  7. Report enrollment each semester to maintain active scholarship status
